This study aims to describe the customary system of village head leadership in Huta Toruan 1 and the supporting and inhibiting factors in the application of customary values in the leadership of the village head in Huta Toruan 1. The research method used is qualitative with an ethnographic approach. Data collection techniques are observation, interviews and documentation. The results of this study indicate that Toba Batak customary values have a significant influence on the leadership style of the Village Head in Huta Toruan 1. The leadership carried out is not only based on formal administrative authority granted by the state, but is also greatly influenced by a social and cultural legitimacy that is sourced from local customary values that are still alive and preserved. The main supporting factor in the application of customary values in leadership is the still strong social authority of customary leaders in the community structure, the strong culture of deliberation that has been rooted in the Dalihan Na Tolu system. The most prominent obstacle is the transformation of customary understanding among the younger generation, and the low public understanding of government mechanisms
